RECOGNISING the need to address the unique circumstances of the island of Ireland with a single solution to ensure the orderly exit of the United Kingdom from the Union, the United Kingdom and the European Union reached an agreement at the European Council on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union. The revised Withdrawal Agreement and the Political Declaration were discussed and approved at the European Council on 17 October 2019. `supply of goods intended for distribution, consumption or use` means the fact that an existing and individually identifiable thing is the subject, at the end of the manufacturing phase, of a written or oral agreement between two or more legal or natural persons concerning the transfer of ownership, another right of ownership or ownership of the thing in question; or is the subject of an offer to one or two natural persons pursuant to such a contract; The 2019 revisions also adapted elements of the political declaration and replaced the word “appropriate” with “appropriate” with respect to labour standards. In addition, the mechanism for a level playing field has been moved from the legally binding Withdrawal Agreement to the Political Declaration and the line in the Political Declaration that “the UK will consider aligning itself with EU legislation in relevant areas” has been deleted.  1. (*1) The Northern Ireland Protocol, known as the “Irish backstop”, was an annex to the November 2018 draft agreement outlining provisions to avoid a hard border in Ireland after the United Kingdom`s withdrawal from the European Union. The Protocol contained a safety net provision to deal with circumstances in which satisfactory alternative arrangements have yet to enter into force at the end of the transitional period. This project has been replaced by a new protocol which will be described as follows.
